Insurance advertising is bought in quote requests and paid in bound policies
Insurance advertising is bought in clicks and quote requests and paid in bound policies. In LocaliQ's 2026 search advertising benchmarks, the finance and insurance row converts 2.64% of clicks into leads, the lowest conversion rate of the 23 industries listed, against 8.18% across industries, and a lead costs $74.44 against $66.69. On Facebook, the same publisher's 2026 traffic benchmarks put finance and insurance at a $0.86 click and a 1.46% click-through rate, against $0.60 and 1.93% across industries, and its leads-objective tables have no finance and insurance row at all.
None of those figures knows whether the quote request was quoted, whether the quote was bound, or what the premium was. Adrails is built to run insurance marketing on those three steps. Your server or agency management system records the quote request, the quote and the bound policy, Adrails credits each to the campaign and ad that brought the visit and sends the signed events back to Meta Ads and, once your workspace can connect it, Google Ads, with the premium as the value of the bound policy. The platforms' bidding then learns from policies rather than from form fills, and Campaigns and Analysis read results and cost per result per campaign, which is per product line when each line has its own campaign.

Record the quote, the bind and the premium from your server, then send them back
Put the Adrails script on the quote pages and it keeps a first-party visitor id for a year, the UTM parameters and click ids the visitor arrived with, gclid and fbclid among them, for 90 days, and records the visit. When the quote form is submitted, your server sends a lead event signed with the server key, with your quote id as event_id, the person's email and the fbc, fbp and gclid saved on arrival. Adrails records it against the visit, sends it to the Meta dataset you chose as Lead right after it is recorded, and to the Google Ads conversion action you chose for Lead in hourly batches once the event is 6 hours old.
The bind happens days or weeks later, in the agency management system. Whatever that system can trigger, a webhook, a CRM automation or a nightly export processed by a short script, calls the same endpoint with the server key: a purchase event with the policy number as event_id, the premium as value with its currency, the same email and the saved click ids. Meta receives it as Purchase with the value and currency; Google Ads receives one event, the one you chose among Purchase, Lead, Sign-up, Subscription and Trial started, so choose Purchase to teach its bidding the bind, or Lead while binds are too few to learn from. A quoted-but-not-bound step can travel under its own name, such as quoted: Meta receives a name without a standard equivalent as it is, and Google counts it only if it is the chosen event.
Two limits per tracking source protect the platforms: a largest value per event, 100,000 by default, and 5,000 events per day per platform, both adjustable. A premium above the value limit is held back whole, not lowered, and stays recorded in Adrails. When Google is set up after the tracker was already running, the signed conversions of the last 7 days are sent too, and Settings > Tracking shows Sent, Waiting and Refused events per platform over the last 30 days with the last problem Google reported. A Google Ads connection made before Adrails could send conversions has to be connected again from Ad accounts.

The rules the platforms apply to insurance ads, and how to brief the agent within them
Meta's Business Help Center lists insurance first among its examples of financial products and services ads, the special ad category that replaced Credit in October 2024 and has been required since January 21, 2025 for advertisers based in or reaching the United States. In that category, age, gender, ZIP code or postal code, exclusion targeting, lookalike audiences and saved audiences are limited or unavailable, some interests disappear, and a city or pin-drop audience gets an expanded radius. Meta's developer documentation gives the figures: age fixed at 18 through 65+, a minimum radius of 15 miles or 25 kilometers in the US and Canada and 15 kilometers in Europe, and no location exclusion. Custom audiences remain, through Ads Manager, and Meta says the restrictions on customer list custom audiences it announced in October 2024 will not be rolled out.
Google's financial products and services policy does not name insurance. It covers products related to the management or investment of money and asks every promotion in scope for three disclosures visible without a click: the business's physical address, all associated fees, and links to any third-party accreditation the ad asserts or implies. Financial services verification applies in a list of countries that runs from Australia to the United Kingdom and does not include the United States; Google's regulator list for Taiwan names the insurance broker and agent associations. In the United States, Google requires G2RS certification to advertise health and medical insurance, Medicare Advantage, Medigap, individual, short-term, limited-duration and fixed indemnity plans among them, and leaves ads only for dental, vision or travel health coverage unrestricted.
So the brief you give the Campaign Manager for insurance Facebook ads names the states or cities and the offer, not a ZIP list or an age band, and the creative does the selecting. Adrails asks the platform to check the campaign before creating it, lists what blocks it under To fix, and creates everything paused, so nothing spends until you switch it on. Declaring the special ad category, writing the disclosures and holding the certification stay with you on the platform; Adrails changes nothing there.

CPL and spend thresholds per product line, with a stop-loss on what spends without a quote
A bound auto policy and a bound life policy are not worth the same, so insurance lead generation runs one campaign per product line, each with its own line to cross. An ad threshold automation watches a campaign, ad set or ad metric over today, the last 7 days or the last 30 days, is checked every hour and fires at most once a day for each item that crosses the value. The CPA alert template posts to Slack or Discord when cost per result passes the figure you set, and High spend today is the template for a Search campaign that runs away during open enrollment.
Stop-loss and Spend without results pause what spends without a quote request. On Home, Adrails flags an active campaign that has spent at least one daily budget with at least 1,000 impressions and no result, with a Prepare pause button; a stop-loss automation applies the same logic on a schedule or a threshold and pauses up to 50 items a run. A pause is applied at once after Adrails checks on the platform that nothing changed since it was read, or waits in Priorities for 24 hours for an administrator to apply it, and every pause is logged with the figures behind it.
A workspace runs up to 5 threshold automations at once, out of 25 automations, so put them on the lines where a bad week costs most and cover the rest with a scheduled weekly review that reads the campaigns, keeps the rows above your cost per result and emails them with an agent's read. A budget change the Media Buyer prepares moves at most 30% per step, needs measured spend and a result behind an increase, and is measured 24 hours, 3 days and 7 days after you apply it.

Agencies, carrier programs and states as groups, with a report link for each
An independent agency with three offices, a broker whose carrier programs fund part of the spend, and the firm handling insurance agent marketing for twenty agents all have the same shape: several ad accounts, each with its own figures and its own reader. Group the accounts by agency, carrier program or state; grouping changes nothing on Meta or Google Ads, and every agent request and every draft keeps its account scope. Plans start at $149 a month with unlimited ad accounts.
Compare puts two to four campaigns side by side, Meta and Google Ads together, names the one that leads on CPA or conversion rate once each has at least 10 conversions, at 95% confidence, and lists the settings that differ. When two agencies run the same auto quote campaign, the offer or the radius that wins is read rather than guessed, and a template saved from the winner carries its structure to the next agency without the pixel, Page, media or audiences of the first.
Each reader gets a read-only report over the accounts you tick: spend, results, cost per result and ROAS per currency, the best and weakest campaigns and creatives, the changes applied from Adrails and the open recommendations, over at most 92 days, open for 30 days, 90 days or until revoked, with no Adrails account needed to read it. The Weekly client report automation emails a fresh link on a schedule, and you revoke it from Automations when a carrier program ends.

Can Adrails send the premium of a bound policy back to Meta and Google Ads as the conversion value?
Yes, for events your server signs: send a purchase event with the premium as value and its currency, and Meta receives it as Purchase with that value, up to the largest value per event you allow, 100,000 by default. Google Ads receives the signed events that carry a gclid for the one event you chose, Purchase among them, in hourly batches once they are 6 hours old.
Does Adrails connect to my agency management system?
Not through a built-in integration. Any system that can call a URL with a bearer key can send the event: a webhook from the management system, a CRM automation or a nightly export processed by a short script, each posting the policy number, the premium, the email and the saved click ids to the collect endpoint with the server key.
Can I target people over 65 for Medicare or final expense ads on Meta through Adrails?
No, and not in Ads Manager either: insurance ads fall in Meta's financial products and services special ad category, where the age range is fixed at 18 through 65+ and gender, ZIP code, lookalike and saved audiences are limited or unavailable. Brief the Campaign Manager with the states or cities and the offer, and let the creative speak to the age group.
Can each product line have its own cost per lead limit?
Yes, by giving each line its own campaign and its own threshold automation, filled with the accounts you choose and one value, checked every hour. A workspace runs up to five threshold automations at once, so a scheduled weekly review with a Filter step covers the smaller lines.
Does Google Ads for insurance work in Adrails today?
